Mr. Fleury
serves as Regional Project Manager for North, Central and West
Africa at IOS Partners’ headquarters in Miami, Florida. He has been
actively coordinating and managing international development
projects throughout the African continent, including several of the
firm’s recent assignments in Cameroon, Congo (both DRC and RC), Cote
d’Ivoire, Morocco, Nigeria, Senegal and Sierra Leone.
Mr. Fleury is
currently engaged as Project Manager and Consultant in a number of
projects in Africa including:

IOS Partners’ engagement to develop
a national airport strategy for the Cameroon Civil Aviation
Authority, including the reconcession strategy of the 7 main
airports.

Options study for Private Sector
Participation in Sierra Leone Airports Authority and airport
transfer possibilities between Lungi and Freetown

Technical assistance to the
Government of Morocco for a comprehensive study of the palm date
value chain in order to improve the marketing and quality of the
fruits. The study’s outcome focuses on identifying specific
needs and feasibility for date cold storage and postharvest
handling infrastructure, including technical, financial and
institutional arrangements.

A prefeasibility study including
technical, financial and legal components for the construction
of a completely new mixed residential and commercial area that
aims to attract leading businesses, banks and multinational in
the centre of Dakar on the site of the current airport, which
will be moved.

Technical assistance project for a
Sanitary and Phyto-Sanitary inspection and compliance program in
Burkina Faso.
Mr. Fleury
also recently participated in the identification of possible
investment projects in West and Central (Francophone) Africa. As
part of this engagement, he undertook investor identification, due
diligence, and evaluation of potential projects for investment, as
well as PSP/PPP development. He was also involved in the
development of a national Private Sector Development strategy for
the Government of Cameroon and led a due diligence on airport
management in the DRC.
While
graduating with two Master’s diplomas in Marketing and Management
from EDHEC Business School and a BS in Economics, Martin Fleury
previously worked in France for the marketing departments of
high-end consumer brands and in the Republic of Mauritius in the bio
fuels and transformation Industry sector.
