IOS Partners was engaged in a study for The Privatization Agency of Cape Verde to assess the impact of privatization on the following sectors in Cape Verde: a) utility (power, water, post and telecom); (b) financial sector; (c) transportation; (d) manufacturing; (e) hotels; (f) food import and distribution; (g) agribusiness/ fishery; (h) petroleum distribution; (i) construction. With respect to the impact of privatization, the task included a focus on poverty-reduced analysis and the impact on consumer benefits and whether privatization was pro-poor or not, whether there were any measures introduced to protect the poor, and whether these measures were effective. |

IOS Partners was engaged on this assignment on behalf of the Postal System in Ecuador to identify and attract viable investors for its privatization. IOS Partners undertook various initiatives relative to:
- Developing a strategy for participation by the private sector;
- Establish an administrate data room to receive and analyze offers;
- Development of a structure for the concession model;
- Marketing and related sales efforts upon successfully tendering and contracting with appropriate investors;
- Brokering services relative to negotiation of the sale and review of strategies relative to the closing of the business and actual transfer to the private sector.

The Team also developed the legal and regulatory frameworks for the postal sector. |

MADAGASCAR – Rural Communications/ICT Project |

IOS Partners served as advisors to the Government of Madagascar to develop and implement a strategy to increase access to communications (ICT and Telephony) in the rural areas of Madagascar. The project was completed in three phases which included:
- Diagnostic Phase – evaluated current infrastructure for communications, access in rural areas, resources available and existing environmental and social constraints.
- Strategy Development Phase – proposed strategies to increase access to communications in the rural environment including a legal and regulatory framework.
- Implementation Phase - assisted in coordinating the implementation of the strategies among the various institutions. Preparation of bid documents for licensing, interconnection and ICT Parks agreement and assistance with the tender process.

PHILIPPINES - Private Sector Participation in Infrastructure/ Institutional Strengthening of the Subic Bay Metropolitan Authority |

IOS Principals were engaged in the development of the privatization strategy for the Subic Bay Metropolitan Authority (SBMA). The Team undertook a comprehensive evaluation of all infrastructure and service assets of this entity with a view toward attracting private sector participation. This included advisory services related to the privatization and/or concession of all infrastructure and operational facilities of the SBMA, including the port and airport facilities as well as the BOT transaction of electrical energy generation. |

SOLOMON ISLANDS – Solomon Islands Privatization (SIP) |

State Owned Enterprise Monitoring and Privatization Unit (SOEMPU) |
The privatization of State Owned Enterprises (SOEs) in the Solomon Islands is one of the main pillars of a broad government economic reform program supported by a loan from the Asian Development Bank. IOS Principals provided technical assistance to the State Owned Enterprises Monitoring and Privatization Unit (SOEMPU), the designated government agency responsible for improving parastatal performance through divestiture or restructuring support as well as developing legal and regulatory frameworks for the electricity and telecommunication sector. The team worked with fourteen of the most important SOEs, including Solomon Island’s Electricity Authority, Telecom, Water Authority, Postal Corporation, Printing Company, Textiles, Construction, Tourism Authority, Municipal Services, etc. Successfully privatized the largest PE – Solomon Telekom. |

BURKINA FASO – Technical Assistance with Sanitary and Phyto-Sanitary Rules, Regulations, Inspections and Enforcement |

IOS Partners is currently providing technical assistance to the Government of Burkina Faso for a Sanitary and Phyto-Sanitary inspection and compliance program. Activities to be completed under this assignment include:
- Assessment of Sanitary and Phyto-Sanitary regulations, inspection and compliance in Burkina Faso against international best practices accepted by WTO member countries;
- Providing training materials and guidelines to government inspectors and establishment managers covering plant products standards for food safety, export certification, farm and food processing and packaging facility standards required to gain access to the EU and US markets;
- Reviewing existing national legal and regulatory provisions and providing assistance and guidance to harmonize these standards with those required by WTO member countries for trade and certification documentation;
- Developing programs and guidelines to conduct inspection regimens for Sanitary and Phyto-Sanitary regulations, food safety and certification processes.

CAMEROON, IVORY COAST, & SENEGAL - Prospection in Central and West Africa for the Financing of Infrastructure Projects |

IOS Partners led this prospection mission and travelled with InfraCo to Cameroon, Senegal and Ivory Coast. InfraCo aims to stimulate greater private investment in African and Asian infrastructure development by acting as a principal project developer, focusing on lower income countries. As a result of IOS’ mission, InfraCo was able to liaise with different relevant Ministries within the countries and will be signing a Memorandum of Understanding for a BOT on a toll road/bridge project in Cameroon. In addition to providing assistance in facilitating meetings and leading due diligences on projects, IOS Partners is coordinating the negotiations and project evaluations as well as the technical feasibility and ROI analysis. |
