Insurance Technical Assistance |
IOS
Partners' current engagements include a multi-year Social
Insurance Technical Assistance Project in Bosnia & Herzegovina,
sponsored by the World Bank. Our initiatives for this project
include developing policy and organizational options to address
some of the key shortcomings of current systems and strengthen
policy and institutional capacity to effectively formulate and
implement reforms necessary to help render BiH's social insurance
system financially sustainable, administratively effective,
and technically efficient. |

Security Fund |
IOS
Partners ongoing initiatives include a detailed review of
Vietnam's Social Security Fund. This includes both actuarial
and financial related diagnostics encapsulating the existing
investment policy, investment strategies, advice on the appropriate
asset classes for the portfolio(s) and recommendations of various
asset managers fro each asset class after undertaking the necessary
due diligence on each asset manager. |

| Privatization of
Social Security and Housing Finance Corporation
(SSHFC) |
IOS
Partners is currently engaged by the Republic of the Gambia
in its efforts to privatize The Social Security and Housing
Finance Corporation (SSHFC) , which is presently engaged in
managing the Federated Pension Scheme and National Provident
Fund, The Housing Finance Fund, and Industrial Injuries Compensation
Fund.
An extensive effort by IOS Partners to carry out a comprehensive
organizational review of the Ministry in conjunction with the
Ministry of Social Protection in order to arrive at an institutional
strategy, and expand the existing social policy framework.
Other efforts include enhancement of both ministries organizational
capacity in its efforts to downsize staff in the medium and
long term. |

| Enhancement
of the Social Security System |
IOS
Partners advised the government of Maldives, under the auspices
of the Asian Development Banks' Enhancement of the Social Security
System Project, in the development a sustainable financial structure
for the social security and related social assistance programs.
Technical assistance included review of the operational capacity
and development of the consolidated social security by strengthening
the policy framework and administrative functions. To this end,
developed the criteria for evaluation of the provisions for
adequate social protection as well as identified various portions
of the public management that can be privatized. Some of these
functions have already been shifted over to the banking sector
as well as other private outsource providers. |

| Pension
and Insurance Reform |
IOS
Partners led a team of international pension and insurance
systems reform and information technology experts in the delivery
of technical assistance for the two components of the Asian
Development Bank funded China Pension and Insurance Reform project.
IOS Partners directed the design and implementation strategy
of a new pension system and contractual savings in the Peoples
Republic of China Comprehensive Pension Reform program including
actuarial review and development of administrative, legal, regulatory
and supervisory frameworks for a new pension system as well
as the development of efficient capital markets. Activities
included computer and management information systems design
for newly created administrative platform, legal and regulatory
framework including drafting of legislation and regulations
regarding mandatory private sector related contributions as
well as voluntary contributions for pension and insurance funds.
IOS Partners also directed the development of a comprehensive
strategy for the future private sector management participation
and a complete diagnostics of the opportunities and obstacles
for the introduction of investment products; i.e. funds, to
the investing public. |

Social Security Institute of Bulgaria |
IOS
Partners senior associates, under the auspices of USAID,
advised the National Social Security Institute of Bulgaria in
the creation and implementation of controls and prudential rules
to ensure safe investment of the accumulated funds; supervision
of pension insurance companies managing the pension funds; designing
appropriate enrolment/switching procedures for pension companies,
Creation of procedures to pay pension benefits accurately and
on a timely basis and the creation of on- site and off-site
examination programs. |

assistance to privately managed and owned pension administration
companies |
IOS
Partners during this multi-year project also was instrumental
in providing technical assistance to the privately managed and
owned pension administration companies. Through these efforts,
IOS Partners successfully restructured the landscape
of the existing pension administration companies, whereby dissolving
two financially unstable pension administration companies through
bankruptcy and consolidating through mergers the remaining eight
remaining enterprises into 4 financially and commercially viable
and functioning enterprises. These efforts included the development
and execution of comprehensive technical and managerial training
programs geared exclusively for the pension and insurance industries
within Bulgaria. |

Engaged by the
INSS (Bulgarian Government) to provide overall turnkey operation
for the collection and remittance of social contributions from
employers on behalf of the asset management companies. In addition
this project aims to guide the government in their effort to
stabilize the state-run pension systems and therefore reduce
their burdens on enterprises and government budgets. |

Our team member
from the Social Assistance/Child Protection Project in BiH-
Mr. Pedro Souss’s most recent assignment with the Kosovo Pension
Saving Trust (KPST) is to provide technical assistances in the
areas of analysis and preparation of the control and reconciliation
of the different organizations interfaces, include the Tax Administration
Department. A Also, extensive work was undertaken by Mr. Souss
to provide the KPST with the proper methodology to ensure collection
compliances and correct accreditation to each pensioners account.
Accordingly, from this project, the IOS team member has participated
in defining the interface between the Tax Administration and
KPST. |

Worked with the
Ministry of Works and Public Health (MLSW) and with the Agency
of the State (SSIGO) for the record keeping and collections,
this project of technical attendance (TA) it also implemented
new systems for the administration of other elements of the
Public Health (medical insurance, unemployment, maternity, invalidate
of employment). This one worked before with the two agencies
mentioned MLSW and SSIGO. |

| Wide Area Networking
Infrastructures and Modem Communications within the Beijing
Province and other coastal provinces |
IOS Partners’ Information
Technology Team provided pilot support services for enhancing
the Wide Area Networking Infrastructures and Modem Communications.
These pilot projects and IT systems for recordkeeping, contribution
collections processing, and fund management tasks were between
the central (ministerial) and the Social Insurance Agencies
(SIA’s) within various townships, municipalities, and other
regional offices within the Beijing Province as well as other
coastal provinces within the Peoples Republic of China (PRC).
Our pilot projects provided scalability (ability to expand its
present capability) as well as implemented the changeover to
a new Unique Identification Number (UIN) that would be potentially
be assigned to every citizen within the PRC. The UIN system
as implemented allowed for better tracking of earnings, retirement
benefits, and disbursements with the tax authorities. Deliverables
included database management tools, the construction of information
systems for both the Ministry of Social Security and provincial
authorities. |
