AVIATION and AIRPORTS

 

BANGLADESH - Restructuring Advisory Services to BIMAN Bangladesh Airlines

 

Zia International Airport

IOS Partners provided airline operations technical assistance to BIMAN Bangladesh under direct contract to the WB.  The Company undertook the following activities to support the restructuring process of BIMAN that is now underway:

  • Identified routes to be closed and reviewed schedule, frequency and capacity of remaining routes in cooperation with the airline management specialist;
  • Reviewed and proposed code-sharing strategy for some of the routes to be temporarily abandoned to protect Biman’s brand as well revised interpretation of bilateral agreements so as to enable designation of alternate carriers on these routes;
  • Defined new fleet composition, aircraft maintenance activities and equipment/ airplane sales opportunities; and
  • Established new cockpit crew requirements in light of the above.

 

BOSNIA & HERZEGOVINA

 

World Bank & Sarajevo International Airport

IOS Partners provided analysis and support to define the provision of adequate air navigation services in the departure of the French contingent previously providing these services.

 

BOSNIA & HERZEGOVINA – Diagnostic Analysis for Privatisation of Air Bosna

IOS Partners provided consulting services under direct contract to the World Bank to conduct a Diagnostic & Restructuring Study relative to the privatisation of Air Bosna. This study was undertaken in connection with the Privatisation Technical Assistance Project for the Government of the Federation of Bosnia and Herzegovina (BiH).

 

IOS identified a number of possible options for the restructuring of the airline and private sector participation strategies and was invited by the World Bank and the government of BiH to present these conclusions and recommendations to the Council of Ministers.

 

BURKINA FASO – Air Burkina

IOS Principals participated in a World Bank funded privatization assistance program to the government of Burkina Faso.  The assigned involved the restructuring of the national airline – Air Burkina

 

CAMEROON - Technical Assistance for Concession of Cameroon Airport

 

US Trade & Development Agency, Government of Cameroon

Appointed by Government of Cameroon to develop a privatisation strategy for the airports of Cameroon, draft tender documents and identify concessionaires.

  • Developed airport infrastructure development plan, financial model and system costing;
  • Developed tender documents for the BOT/Concession of the airport infrastructure in Cameroon;
  • Developed financial projections models for airports operations and cash flow analysis;
  • Strategic support to the Government for the privatisation of the airports.

 

CAMEROON - Development of a National Airport Strategy, Ground Handling and Airport Concession

IOS Partners is currently providing consultancy services to the World Bank and the Cameroon Civil Aviation Authority to develop an ambitious national airport and concession strategy and to assess options for a Ground Handling concession.

 

ECUADOR - Privatisation and BOT of the Quito International Airport

IOS Partners undertook a strategic study of airports and developed options for private sector participation, including asset valuation of airport systems and facilities and systems costing. Served as Technical, Financial and Legal Advisors to the Municipality of Quito to facilitate the successful BOT of a new international airport and the concession to private parties of the existing and new airports including:

  • Preparation of airport infrastructure development plan, financial model and system costing.
  • Development of tender documents for the BOT/Concession of the airport infrastructure in Quito.
  • Development of financial projections models for airports operations and cash flow analysis.
  • Strategic support to the Government for the Privatisation of the Quito Airports.

 

ECUADOR - Privatisation of Guayaquil International Airport

IOS Partners managed the airport concession strategy development of Guayaquil International Airport and supervised the development of a financial model and valuation strategies to evaluate concession options of the airport in Guayaquil for private sector participation.  Drafted concession/BOT strategy and tender documents.  Other tasks included:

  • Development of asset valuation of the airport systems and facilities
  • Development of financial model and valuation strategies to evaluate concession options of the airport in Guayaquil
  • Drafted concession/BOT strategy and tender documents

 

ECUADOR - Restructuring of Ecuatoriana Airlines

IOS Principals were engaged in-depth restructuring of Ecuatoriana Airlines including the reengineering of all financial, operational and administrative processes as well as identification of appropriate privatisation strategies for the airline.

 

EGYPT - Reorganization and Airport Capacity Building Project

 

Egyptian Holding Company for Airports and Air Navigation (EHCAAN)

IOS Partners led the structural reorganization and enhancement of the Egyptian Holding Company for Airports and Air Navigation (EHCAAN) in order to improve its efficiency and effectiveness.

 

Activities undertaken by the team led to improved operations of existing and new terminals of the nineteen Egyptian airports enhancing the commercial potential of the airports and establishing an incentive-driven management. The project was implemented with a significant level of Egyptian participation in airport development as well as training and development in order to reach international best practice levels.  The project ensured a smooth transition from public sector to private sector management of the major Egyptian airports.

 

HAITI – Regulatory Structure Privatization – Airports & Ports

IOS Principals served as advisors to the World Bank on the development of Terms of Reference to provide appropriate regulatory structures for the transport sector as well as the evaluation criteria for privatization of the port and the airport in Haiti.

 

LAO PDR – Business Restructuring/ Privatization Study of Lao Airlines

 

World Bank/Lao PDR Prime Minister's Office

IOS Partners participated in the restructuring of the National Flag Carrier - Lao Airlines. Conducted a diagnostic review of the airline’s current operations, developing a dynamic financial model, identifying a series of potential ownership transformation options and developing a time bound restructuring plan for the airline, evaluating privatisation options and assisting in implementation.

 

MADAGASCAR - Supervision of the Civil Aviation Restructuring

World Bank funded assistance program to restructure the civil aviation sector - including transforming the Department of Civil Aviation into an autonomous civil aviation authority.  IOS Principals provided the following services:

  • Supervised the detailed study identifying options for restructuring of the Department of Civil Aviation;
  • Developed recommendations for the civil aviation restructuring effort and complementary measures that needed to be taken;
  • Supervised the development of the financial models;
  • Developed the necessary legal and regulatory framework modifications for the institutional restructuring of the Department for Civil Aviation;
  • Supervised the implementation of the institutional restructuring.

 

MADAGASCAR - Civil Aviation Authority: Institutional Strengthening, Management Capacity Building

 

World Bank/ Programme d’Ajustement Structurel de Transport

IOS Partners managed this World Bank funded Technical assistance project to facilitate the implementation of a new civil aviation regulatory framework as well as the development of the necessary legal instruments (civil aviation law, decrees and regulations). Additional institutional reform and capacity building for this particular project included the creation and implementation of institutions responsible for monitoring and enforcing economic and technical regulations (Civil Aviation Authority, Civil Aviation Tribunal, Incident and Accident Investigation Board) and financing of the new regulatory boards.

 

MADAGASCAR – Airport Infrastructure Development Plan & Private Sector Participation in  Airports

IOS Principals served as advisors to the Government of Madagascar and the IFC on the evaluation of all the technical aspects of the privatization of the airports, preparing the transaction structure and marketing.

 

MALAWI - Advisory Services on the Privatisation of Air Malawi

As financial and strategic advisors for the privatisation of Air Malawi, IOS Partners prepared a comprehensive diagnostic of the airline including a market study, a valuation of the airline as well as a privatisation strategy and transaction structure.  The team prepared the information memo, bid documents and draft share purchase agreement as well as provided advisement throughout the tender process. 

 

MALAWI - Study to Determine the Future of the Malawi Airports Sector (PSP Options)

 

World Bank/Malawi Privatization Commission

IOS Partners served as advisors to the World Bank and the Privatization Commission of Malawi to facilitate the Government of Malawi’s intention to attract private sector participation (assets or operations) for the airports, and develop a preferred privatization strategy.  In addition, direction was required on restructuring the aviation sector, in particular the split between operational and regulatory functions on asset ownership and on Government subsidies. There was also a need to study the various options concerning not only the management of the airports, but also issues concerning ownership, management and financing of all airports, inclusive of domestic and secondary airstrips, as well as the outsourcing of airport services. 

 

MALI - Bamako-Sénou Airport and Industrial Park Project Assessment and Development – Phase I Services

IOS Partners provided Assessment and Development Services for the Bamako-Sénou Airport and Industrial Park Project, implemented by Millennium Challenge Corporation. The firm provided input on the technical, environmental, financial, economic, and institutional aspects of the proposed investments including:

  • the development of engineering conceptual designs, pre-feasibility level design and cost estimates, and social/environmental studies on the airport and landslide improvements, essential internal and external infrastructure for the airport and a proposed airport industrial park;
  • financial and economic evaluations for the proposed project components and sub-components.

 

MALI - Bamako-Sénou Airport and Industrial Park Project Assessment and Development Services – Phase II

Under Phase II, IOS Partners was tasked with laying the foundation for, and facilitating initiation of, Project Activities under the MCC Contract.  The Team prepared:

  • designs, technical specifications and cost estimates (updated from Phase 1) for the Airport and Industrial Park
  • institutional analyses for the Industrial Park
  • a comprehensive Environmental Impact Assessment (EIA) (with Environmental Management Plans (EMP) for the Airport and the Industrial Park and an Environmental Management System for the Airport domain)
  • a Resettlement Action Plan (RAP).

 

MONGOLIA - Airline Expansion Plan Technical Assistance and Buyside Privatisation Advisory Services (MIAT Mongolia) for Eznis Airways, LLC

IOS Partners is currently providing advisory services to the support the expansion process of Eznis Airways in Mongolia.  The goal of this project is to conduct technical assistance and develop a Business Plan and Investment Information Memorandum for the expansion of Eznis Airways. Among other aspects, IOS experts are undertaking a detailed study of the market potential of domestic, regional and long-haul destinations and on new product and route development with an objective to formulate strategies to acquire the Mongolian state-owned airline company. 

 

NIGERIA  -  Aviation Sector Institutional Reforms Study

 

Federal Ministry of Transportation (Air Transport)

IOS Partners is assisting the Federal Government of Nigeria in preparing a sector strategy for the development and modernization of the aviation sector.  This includes:

  • an institutional assessment/audit of a number of aviation parastatals;
  • a functional and process review as well as the development of restructuring plans for two key aviation parastatals; and
  • the restructuring and development of business & financial models and guidelines for the Nigerian Civil Aviation Authority. 

 

PACIFIC REGION – Pacific Airspace Management

 

Asian Development Bank

IOS Partners was engaged in a technical assistance project to develop a strategy for transition to CNS/ATM-based airspace management under conditions of amalgamated and unified airspace in the Pacific region.  The Team analyzed options for provision of upper airspace navigation services using a CNS/ATM system and evaluated distribution of costs and benefits to the PDMCs, as well as impacts on economic development and growth.

 

PERU – Determination of Charges of Access for Utilization of Port and Airport

Infrastructure

IOS Partners was engaged in a technical assistance project to enhance the efficiency and effectiveness of access to all airport and port infrastructure services. The team was tasked with developing conceptual and methodological framework to determine access charges for port and airport infrastructure services.

 

SIERRA LEONE – Private Sector Participation: Lungi Airport & Airport Transfer Study

 

World Bank / Government of Sierra Leone Airports Authority

IOS Partners is providing the following consultancy services to the Sierra Leone Airports Authority (SLAA):

  • Evaluate various options for Private Sector Participation (PSP) for the SLAA in order to improve operations and commercial viability of the airport;
  • Identify and evaluate private sector airport transfer options between Lungi International Airport and Freetown in order to enhance airport accessibility and transfer safety;
  • Evaluate current status of SLAA and provide recommendations on the necessary restructuring of the Authority to accommodate PSP.  

 

SOLOMON ISLANDS - Financial and Strategic Advisor for the Privatisation of Solomon Airlines

A team of IOS airline privatisation experts were hired under the Asian Development Bank funded project - TA-4527 (SOL): Diagnostic Assessment of Interisland Transport/Solomon Airlines Privatisation to provide the due diligence, privatisation strategy services and transaction management for the privatisation of the national airline of the Solomon Islands – Solomon Airlines.

 

SOLOMON ISLANDS - State Owned Enterprise Reform and Privatisation Program

 

Government of the Solomon Islands/Asian Development Bank

IOS Partners supervised the due diligence and privatisation strategy development for the major State Owned Enterprises in the Solomon Islands, including Solomon Airlines. IOS led successful negotiations and finalized all contractual arrangements for the sale of Solomon Telekom to the National Provident Fund.

 

The firm undertook a detailed analysis including financial modeling and strategic studies as well as developed the privatisation strategies and (where applicable) the bid documents & transaction implementation for the fourteen largest public enterprises, including Solomon Airlines. IOS worked directly with top-level management of SOE's in cases requiring restructuring prior to privatisation. Developed the regulatory frameworks for the telecom and electricity sectors.

 

SOUTH AFRICA - Transaction Advisors Capital Restructuring of Airports Company of South Africa

IOS Partners served as transaction advisors to the Department of Transport of South Africa to maximize the value of the Airports Company of South Africa (ACSA) by restructuring its capital. This included restructuring of the balance sheet and evaluating existing subordinated and unsubordinated debt instruments focused on renegotiating terms of the debt and improving the gearing ratio. 

 

SOUTHERN AFRICA - Southern Africa Civil Aviation Sector Study

IOS Principals were engaged in a World Bank funded multi-country study of the following countries:

Angola, Botswana, Congo, Malawi, Mauritius, Mozambique, Namibia, South Africa, Seychelles, Swaziland, Tanzania, Zambia, and Zimbabwe.

 

IOS Principals provided advisory services consisting of researching and analyzing current situation of the airports and airlines in the region and making recommendations on how to increase private sector participation in the sector.

 

TANZANIA -  Designing and Formulating the Costing System for the Tanzania Civil Aviation Authority

IOS Partners is currently providing consultancy services to develop and install a computerized costing system for the Tanzanian Civil Aviation Authority, which will enable the Authority to access adequate cost information for decision-making purposes.

IOS Partners provided an assessment of the regulatory framework for air transport in the West and Central Africa region and an analysis of trends in regulatory reform worldwide. The Team drafted and presented at the Yamoussoukro Conference of Ministers responsible for Civil Aviation (11/99) a liberalized multilateral regulatory framework for air transport and negotiated the Memorandum of Understanding for the implementation of African open-skies Decision of ECA.

 

PORTS, ROADS and RAILS

 

CAPE VERDE - Consulting Services for a Retrenchment Study of Ports under Privatization

IOS Partners is currently providing specialized consulting services to the Port Authority of Cape Verde, ENAPOR.  IOS prepared a detailed time-bound action plan, with personnel policies and incentive schemes for staff, considering all possible scenarios of retrenchment, and the most effective costs and benefits scenario. The company integrated and focused various services to enable the Authority to achieve high performance by developing its organizations through a participative approach and increasing its efficiency and effectiveness.

 

COMOROS ISLANDS – Ports, Telecom and Airport Infrastructure

IOS Principals served as advisors to the World Bank and the Government of the Comoros to conduct a financial analysis, strategy development and preparation of tender documents for the concession of the two main ports in the Comoros Islands.  Served in the capacity of advisors during the transition phase from government owned to concessioned port.

PERU - Regulatory Issues in Transport Sector Development of Multi Sector Regulator OSITRAN

IOS Partners provided technical assistance to the Peruvian government in the development of the multi-sectoral (ports, roads, airports and rails) regulator for Transport. Also assisted in evaluating infrastructure projects for concession and developing economic, forecasting and financial models.

 

PHILIPPINES - Private Sector Participation in  Infrastructure/ Institutional Strengthening of the Subic Bay Metropolitan Authority

IOS Principals were engaged in the development of the privatization strategy for the Subic Bay Metropolitan Authority (SBMA). The Team provided advisory services related to the privatization and/or concession of all infrastructure and operational facilities of the SBMA, including the port and airport facilities as well as the BOT transaction of electrical energy generation.

 

REPUBLIC of MALDIVES – PPP Options Study for the Port Authority of Male

IOS Partners was engaged in a PPP Options and Feasibility Study for the expansion of the port of Malé.  Three sites for new berths were evaluated and recommendations based on the feasibility study were made to Port Authority of Malé.

 

In addition to the site feasibility study, the IOS team analyzed the Public-Private Partnership (PPP) options for the Port Authority.  These options and the feasibility study, along with recommendations, were presented to the Maldivian Authorities.

 

SOLOMON ISLANDS – Concessioning of the Solomon Islands Ports Authority and Sasape Marina

IOS Principals undertook a diagnostic review, financial analysis, demand and financial modeling and prepared strategy to facilitate the concessioning of the main Solomon Islands Ports Authority and Sasape Marina.
